ArmInfo. The law on constitutional amendments resolved the crisis around the Constitutional Court. Judge of the Constitutional Court Vahe Grigoryan stated this on June 26 in a conversation with reporters.
He noted that these amendments to the Constitution are a historic step. <I welcome this step of parliament, it was bold and will undoubtedly go down in history. For the first time, parliament itself advocated for changes to the Constitution, thereby we can realize the importance of this structure>, the judge said. Grigoryan emphasized that taking into account the expiration of the powers of the three judges of the Constitutional Court, 6 more judges remain in court, therefore, the quorum is ensured, and the Constitutional Court can continue to fulfill its duties.
At the same time, the judge refrained from commenting on the initiative of the Prosperous Armenia faction to challenge the Constitutional amendments adopted by the parliament.
<I will express my position a little later. If the deputies submitted a statement to the Constitutional Court, the corresponding procedure will be carried out and the judges will express their position on this issue>, Grigoryan emphasized, saying that it is still not clear whether the Constitutional Court judges can consider the issue that concerns them personally. However, according to Grigoryan, this issue requires clarification. Commenting on the statements of the judges of the Constitutional Court that their rights were violated, Grigoryan said that the latter could challenge this decision of the parliament in the courts and restore their rights.
It should be noted that on June 22, the Armenian parliament in the second and final reading adopted the draft amendments to the Armenian Constitution through the constitutional law. According to the document, the powers of the judges of the Constitutional Court, who have been in office for more than 12 years, must be terminated. After the vacant posts of judges are taken, the election of a new head of the Constitutional Court will take place. The President of Armenia signed the law. Judges Alvin Gyulumyan, Felix Tokhyan and Hrant Nazaryan should lose their posts under this bill, and Hrayr Tovmasyan ceases to be the head of the Constitutional Court.
Opposition MPs intend to challenge the bill in the Constitutional Court.
