A similar opinion was expressed by ArmInfo, the head of the Center for Globalization and Regional Cooperation Stepan Grigoryan.
On June 11, Marina Kalyurand, Co-Chair of the Parliamentary Cooperation Committee of the European Parliament for Azerbaijan, Georgia and Armenia, Traian Basescu, Permanent Rapporteur for Armenia, and Zhelyana Zovko, European Parliament Rapporteur for Azerbaijan, made a joint statement on the construction of a new highway linking Artsakh and Armenia. Expressing concern in this regard, they emphasized that the decision to build was taken bypassing the Azerbaijani authorities.

The analyst's statement made in the European Parliament characterizes the result of the insufficient work of Yerevan, both through parliamentary and through diplomatic channels. Grigoryan expressed his conviction that the applicant deputies had previously communicated with their Armenian colleagues several times in order to clarify the situation. Accordingly, the statement was the result of the unsatisfactory work of the Armenian delegation.
At the same time, according to his estimates, one should not abandon the construction of the road solely because of failure by the Armenian deputies to fulfill their own functions. Especially taking into account the logic of construction - residents of the conflict zone have the right to communicate with the world until the conflict is resolved. However, this logic should be consistently disseminated and brought to the attention.
