ArmInfo. The team of lawyers of the former Minister of Finance of the Republic of Armenia Gagik Khachatryan made a tough statement. It specifically states:

Meanwhile, the wording of the acts attributed to them are devoid  of legal and factual basis.  Meanwhile, groundless criminal  prosecutions are being carried out against the sons of Gagik  Khachatryan - Gurgen and Artyom Khachatryan, as well as a cousin of  Aram Khachatryan, and their property was seized by a decision of the  administrative court of March 27.

By imposing arrest on all property of Artyom and Aram Khachatryan,  bank accounts and shares in organizations, the criminal procedure  body not only grossly violated the criminal procedural rules  governing the seizure of property, not only unlawfully restricted the  right guaranteed by the RA Constitution on property, but also caused  huge damage to the business, which will have an inevitable negative  impact on 15 companies included in the Galaxy group of companies,  co-founded by Gurgen, Artem and Aram Khachatryan.

In connection with the illegality of the decisions on the seizure of  property, it should be noted that the legislation lacks grounds and  justifications that are considered mandatory by law to make these  decisions.  Moreover, the law also establishes the requirement that  the property owner has the right to decide which property will be  seized in the first place. Given the emergency regime introduced in  Armenia, the Galaxy group of companies was already in a vulnerable  position, based on the need to avoid the possible unemployment of  about 3,000 employees. In this regard, the chairman of the board of  directors of the group of companies Gurgen Khachatryan repeatedly  requested that the body conducting the criminal proceedings refrain  from illegal actions related to business.

The team of Khachatryan's lawyers calls on the RA law enforcement  authorities to investigate the criminal case within the framework of  the rule of law, to refrain from illegal actions that pursue illegal  goals and, in particular, damage economic activity.

At the same time, we recall that according to the Civil Code of the  Republic of Armenia, the damage caused to a citizen or legal entity  as a result of illegal actions of state bodies or their officials is  compensated by the Republic of Armenia>.

He was charged under Part 1 of Article 308 of the Criminal Code of the Republic of Armenia (Misappropriation or embezzlement of funds on an especially large scale) and Part 2 of Article 308 of the Criminal Code of the Republic of Armenia (Abuse of official authority entailing grave consequences).

Being a government official all his life, Khachatryan became one of the richest people in the country. Ucom company used to have huge informal privileges prior to the Velvet Revolution, and in recent years, despite operating profit, it has worked with huge official losses.
