ArmInfo.The prosecutor of the Lori region appealed to the governor and the head of the community on the issue of returning the territory of the Alaverdi branch of the National Gallery of Armenia to the community.
During the investigation, it turned out that in relation to the territory of the gallery belonging to the Alaverdi community, in the absence of the necessary documents, another person registered the ownership right. In particular, on the basis of falsifications, by the decision of the court of first instance in the Lori region, this property was transferred to the ownership of ARMECONOMBANK CJSC. On this fact, after publication in the media, on December 31, 2018, a criminal case was opened on the grounds of part 1 of article 325 of the Criminal Code of Armenia:
During the preliminary investigation in the criminal case, it turned out that on March 14, 1997, by the decision of the RA government, the building of the former furniture store No. 18 on Kakhoyan Street, turned into an exhibition hall, was transferred to the ownership of the Alaverdi city community. Prior to this, on December 30, 1996, the Tumanyan branch of "ARMECONOMBANK" CJSC filed a lawsuit in the court of Vanadzor demanding to declare the city administration bankrupt for non-repayment of the debt in the amount of 41.392.000 drams. On August 8, 1997, the court decided to sell the property of the Alaverdi city municipality through a direct transaction and auction. By a court decision of April 23, 1999, the territory of the aforementioned store No. 18, among other facilities, was transferred to the Tumanyan branch of ARMECONOMBANK CJSC. Meanwhile, the heads of the Alaverdi community, neither in 1997 nor in 1999, raised any objections to the legality of the sale of the gallery's territory when, by the first decision of the RA government, the building of the Alaverdi branch of the National Gallery of Armenia, which was part of store No. 18, was transferred to the ownership of the city of Alaverdi. Thus, the mayors of the city of Alaverdi, V. Lalayan and K. Yesayan, who were mayors of the city of Alaverdi in 1997 and 1999, did not fulfill their duties properly, not preventing the property transferred to the ownership of the community from being included and alienated together with property owned by another organization. It is noted that the criminal prosecution of the above persons is impossible due to the expired statute of limitations of the crime.
