ArmInfo.In Armenia, control over citizens in a state of emergency will be tightened. The country's parliament at an extraordinary meeting on March 30 discusses the amendments submitted by the government in the laws "On the legal regime of emergency" and "On electronic communications".
According to RA Minister of Justice Rustam Badasyan, the need to accept the package comes from the proposals of the working group created from Armenian and foreign analysts and specialists in order to prevent the spread of the coronavirus epidemic. This, in particular, is about the use of information and digital systems and the best international experience in combating a pandemic.
Thus, the package proposes to limit the protection of privacy of individual citizens' data, the inviolability of private and family life, and freedom of information for emergencies. The Minister emphasized that the structures established by the government of the country will have the right to dispose of citizens' data. Moreover, the dissemination of these data is strictly prohibited and will be prosecuted on the basis of a number of provisions of the Criminal Code. All these restrictions, according to the assurances of the Minister, will be applied exclusively for the duration of the state of emergency, and will lose force after its completion. In particular, it is envisaged to establish the addresses of subscribers of telecommunication companies, their associated subscribers, determine the address of the call, the timing of its receipt and completion. It is also envisaged to collect all medical data of subscribers for their medical examination for the presence of infection, as well as related persons and the implementation of appropriate preventive measures. All data on infected and isolated will be collected in an electronic database. Note that in connection with the spread of coronavirus in the country from March 16 to April 14, a state of emergency.
