In the Memorandum, in particular, it is noted that through the "velvet revolution" of 2018, the Armenian people, for the first time after the declaration of independence of Armenia in 1991, and the victory in the Artsakh war in 1994, strengthened faith in their future. The Memorandum emphasizes the commitment to democracy and democratic principles (the rule of law, an independent judiciary, freedom of speech, free and competitive elections), thereby declaring its readiness to build a country that is strong and free from corruption and to reach a solution to the Karabakh issue.
It is indicated that, starting from 1995, until the "velvet revolution> 2018, the results of almost all state elections in Armenia did not express the free will of citizens. The exception is the 1999 parliamentary elections, the results of which were nullified by a terrorist attack in parliament that same year.
It is noted that as a result of illegal influence on the will of voters and falsification of election results, systemic corruption formed in Armenia (artificial monopolies, "kickbacks", the merger of power, business and the judicial system), which was eliminated only thanks to the "velvet revolution". , the Memorandum says. In addition, effective mechanisms for the separation of powers and business should be formed in Armenia. Only the electoral system that ensures the free expression of the will of the people can guarantee a productive counterbalance and concessions in the system of state administration. , the document says. According to Pashinyan, the preliminary text of the Memorandum will be presented for discussion, and amendments can be submitted before the end of March. The final text of the document will be published tentatively on April 2 or 3. We add that the issue of dissolution of the Constitutional Court is included on the agenda of the constitutional referendum on April 5.
