ArmInfo.The situation in the Nagorno-Karabakh conflict, to put it mildly, is not simple.
According to "Moscow-Baku", such an opinion was expressed by Russia's Permanent Representative to the OSCE Alexander Lukashevich, answering a question regarding the situation in the Nagorno-Karabakh settlement, as well as the possibility of making concrete decisions on the Karabakh process in the near future.
"Regarding the trends that we observe after the meeting of the foreign ministers of Azerbaijan and Armenia, it's difficult for me to speak. The issue is complex, multifaceted; the "troika" of the Minsk Group co-chairs, is substantively engaged in it, they visit the region, and report to the current chairmanship . We expect in the near future the arrival of the co-chairs (to Vienna - ed.) to inform the participants of the Minsk Group, where some results will be summarized.
Of course, the situation is not simple, to put it mildly, but there are no major relapses, the armed actions are over. And, in my opinion, I can judge this by the discussions in the Permanent Council, the Controversy between the conflicting parties has been lessened. It seems to me that the parties will strive to use further opportunities to create conditions for serious discussions on the parameters of a political settlement. I would also orient you towards the agreed statements of the troika of the co-chairs of the OSCE Minsk Group, which enjoy the support of all 57 participating states, "Lukashevich said.
Answering the question of whether the Helsinki Final Act, which will be 45 years old this year, can be considered a really valid and effective document (including for the Karabakh settlement), Lukashevich answered:
"As for the Helsinki Final Act, it concerns all conflict situations. Another thing is that some countries, of course, prefer to selectively look at this fundamental document, pulling out separate principles from there, which our colleagues also commit, I would like to draw attention here to the fact that the representative of the United States selectively uses in his statements with special zeal. I do not want to create additional advertising now for Mr. Gilmore (US Permanent Representative to the OSCE - approx. Ed.). The selectivity with which he approaches the citation of certain principles of the Helsinki Final Act suggests that, of course, many states use this fundamental document in their political interests, which assumes the integrity of all ten principles and related decisions that were adopted in 1975 and developed further in the decisions of our organization. "
Pointing to the ineffective application of the above document, Lukashevich advised that Russia would be in favor of marking the 45th anniversary of the Helsinki Final Act with at least the declarative statement of all 57 OSCE countries that "the act remains a single indivisible document that defines the present and future of our organization "
At the same time, Lukashevich pointed out that "today the OSCE lives in the spirit of increasing confrontation and dividing the participating states into those who are faithful and continue to believe in the Helsinki Final Act as a fundamental document that governs the activities of this organization along with other decisions taken, and those who are slowly abandoning the path that was planned 45 years ago, for which, in fact, the organization was created - in order to maintain security and cooperation between states on an equal footing on an equal basis, to ensure an area of equal and indivisible security for all. This thesis then wandered from declaration to declaration, starting with the Charter of Paris, which clearly stated that all participating States have the right to equal security. And the zone in which our organization operates after the Astana Summit in 2020, it has undergone serious development, setting a large-scale task of forming a security community in Europe, the Euro-Atlantic area, and Eurasia. This whole situation on the eve of the anniversary of the Helsinki Final Act worries us. Because the principles and norms of the organization's activity, the activities of states within its framework are seriously stalled. The organization's potential sank drastically, diplomatically and to say the least. Addressing these alarming trends is a major concern. "
