According to him, it is impossible to have a strong, competitive, democratic state without strong institutions of power. The Prime Minister emphasized that in May 2018, the victory of the most important institution of power took place in Armenia - the victory of the country's citizens. After that, the institution of elections was restored in Armenia, elections without the institution of fraud. The Prime Minister noted the importance of forming the Armenian parliament taking into account the opinion of the country's citizens, which was recognized even in Azerbaijan by urgently organizing early parliamentary elections in order to be competitive in comparison with the RA National Assembly. After the parliamentary elections, other institutions were formed, except one. In order to develop the judicial system, a strategy for its reform has been approved, in which the areas of development are clearly presented. Without changing this system, it is impossible to talk about success.. "We need institutional reforms so that justice and law do not depend on the whims of one or two people," Pashinyan said. He emphasized that an active campaign for constitutional referendum will begin soon, in which he intends to take an active part.
To note, the referendum on constitutional amendments will be held on April 5. The campaign began on February 17 and will last until April 3. The draft amendments to the Constitution provides for the termination of powers of the Chairman of the Constitutional Court Hrayr Tovmasyan and members of the court appointed before the reform of the Constitution in 2015.
