ArmInfo. Lavrov's Plan removed from the negotiation agenda of the Karabakh conflict settlement process. A similar opinion was expressed by ArmInfo, Deputy of the National Assembly of Armenia from the block "My Step" Anush Begloyan.
"This, at least, is evidenced by the regret and some hopes that Ilham Aliyev spoke in Munich about the possibilities for resolving the conflict that remained in the past. This means that such approaches to the settlement have been removed from its agenda, it means that they are impossible. Only in such in the case, the laws of diplomacy make it possible to openly talk about such initiatives and even call their authors, "the parliamentarian emphasized. The media have repeatedly mentioned and continue to mention the presence of a certain, very similar to the Madrid principles, "Lavrov's plan".
At the same time, the Russian Ministry of Foreign Affairs has repeatedly denied the existence of any plans to bypass the settlement within the framework of the OSCE Minsk Group, represented by the co-chairs from Russia, the United States and France. Currently, the settlement process is nominally proceeding on the basis of the Madrid principles put forward by the co-chairs in 2007 and updated in 2009, which, among other things, provide for the deployment of a peacekeeping contingent in the conflict zone.
According to Begloyan, in Munich it finally became clear that at this stage in Baku they did not even present any scenario for resolving the conflict besides the military. At the same time, the parliamentarian commented once again on the same statement made by the Prime Minister of Armenia Nikol Pashinyan on the necessity of accepting the settlement of the conflict to the peoples of Armenia, Artsakh and Azerbaijan. According to her, over the long years of the process, dozens of documents appeared on the negotiating table, more than a hundred meetings took place at the level of heads of state and foreign ministers, and not the best scenarios were discussed. And today it is becoming clear that any agreement between the parties to the conflict in the future will be possible to implement solely in conditions of mutual trust.
It is simply impossible to agree on any settlement without confidence in observing the agreement by all parties to the conflict without exception. According to Begloyan, this is precisely what determines the position of the Prime Minister of Armenia on the necessity of accepting the settlement of the conflict for all its parties: the peoples of Armenia, Artsakh and Azerbaijan.
