ArmInfo. In the context of the ongoing struggle of various branches of power in Armenia, two points should be paid special attention. A similar opinion was expressed by ArmInfo, leading researcher at the Center for Euro-Atlantic Security of the Institute for International Studies at MGIMO, Sergey Markedonov.
"The first is the political style of Prime Minister Nikol Pashinyan. In foreign policy, his pragmatism in relations with all partners has already been sufficiently covered. However, in the internal political processes, many still perceive the prime minister as the continuation of the revolutionary methods of April 2018. Meanwhile, Pashinyan is clearly demonstrates that revolutionary methods are not an end in itself for him. It cost him nothing to apply these methods in order to remove the previous parliament and even the still existing Constitutional Court in order to avoid "popular anger", etc. " .
However, Pashinyan, according to Markedonov, prefers to work in the domestic political arena through the use of a mixture of populism and legalism. The latter is manifested in negotiations from a position of strength. The methodology of the Armenian prime minister, according to analysts, is manifested in the absence of any rush in the issue of repealing the 2015 Constitution, adopted by Serzh Sargsyan with the great participation of Hrayr Tovmasyan.
According to his assessments, Pashinyan is well aware of the impossibility of hacking the COP on the shoulder, which will lead to a legal vacuum and the threat of the destruction of statehood by the privatization of power by various "activists". That is why, the prime minister brought the need to replace the composition of the Constitutional Court to a referendum, evading its resolution by removing unwanted opponents from there.
On April 5, a referendum on amendments to the Constitution will be held in Armenia. Citizens must answer the question of retaining or terminating the powers of its chairman and the majority of judges who took office even under the previous government.
And of course, according to his estimates, it should be remembered that the "velvet revolution" did not abolish the Constitution of the "old regime". Moreover, Pashinyan was twice approved by the Prime Minister, and My Step received the parliamentary majority precisely in accordance with its articles. And parliament, in turn, pushed another constitutional reform.
"And no matter who says" direct democracy "and" people's power ", it is impossible to announce the election of the head of the Constitutional Court by analogy with the highest legislative power. And it is the April referendum, if successful, that will end the two-year coexistence of the new executive and the old judicial branches "- summed up Markedonov.
