Presidential and parliamentary elections in Artsakh will be held on March 31. Former candidates for Artsakh Arayik Harutyunyan, Hero of Artsakh, Major General Vitaly Balasanyan and spokesman David Babayan have already submitted their documents to participate in the elections to the CEC.
