It seems to me that his departure from Armenia after the decision adopted by the Supreme Judicial Council, in the first place, should be a cause for concern to representatives of the judiciary. A similar opinion was expressed to ArmInfo by Chairman of the Parliamentary Committee on State and Legal Affairs Vladimir Vardanyan.
Judge Samvel Uzunyan was put on the wanted list after it became known about his departure from Armenia. Earlier, the Supreme Judicial Council of the RA granted the petition for the criminal prosecution and imprisonment of Judge Samvel Azatovich Uzunyan, after which the court granted the petition for the election of a measure of restraint in the form of arrest. On December 26, a criminal case was instituted on the fact of crossing the state border of Armenia by Uzunyan in accordance with Part 1 of Article 315 of the RA Criminal Code (official negligence).
"Uzunyan's behavior casts a shadow over the entire judicial system. In the end, he was the judge in the case of the terrorist act in parliament on October 27, 1999, the most important case for our country. The charges against him are quite serious, and Uzunyan's retaliatory actions seriously hit to all his colleagues, "he said. At the same time, Vardanyan is not inclined to put responsibility for Uzunyan's actual escape from the country to the entire law enforcement system. In his opinion, in this particular case, the culprits are not law enforcement agencies, but Uzunyan himself, who demonstrated clearly undeserving judge behavior.
According to the parliamentarian, law enforcement agencies at the time of Uzunyan's crossing the state border were guided by their own powers. "Meanwhile, there has not yet been a legislative ban on such actions. If I'm not mistaken, the decision of the Supreme Judicial Council was published only on the evening of Uzunyan's departure. In this light, it is necessary to carefully analyze the situation, and only then accuse the relevant departments of inaction "he believes.
Uzunyan in 2004-2016 headed the Court of General Jurisdiction of the Avan and Nor Nork administrative districts, and since the summer of 2016 worked as judge of the court of general jurisdiction of the first instance of the Aragatsotn region. According to Advisor to the Prosecutor General of Armenia, Gor Abrahamyan, the criminal prosecution of Uzunyan is connected with bribery. Uzunyan at various times received bribes on a particularly large scale. According to the preliminary investigation, in one case the judge received a bribe of $ 13 thousand, and in the other case - $ 38 thousand to make decisions in favor of the participants in the trial.
