ArmInfo. The Karabakh issue should find its solution at the stage when the country's leadership enjoys a high level of trust among citizens. Deputy chairman of the Armenian National Congress Aram Manukyan stated this at a press conference on December 23.
Touching upon the statements of the authorities regarding the return of Artsakh to the negotiating table, Manukyan noted that Levon Ter-Petrosyan during the years of his presidency indicated that Artsakh is a full-fledged party to the negotiations, which raised the issue of the realization of the right of the Artsakh people to self-determination.
<In this issue, in principle, there was no conflict between Armenia and Azerbaijan, there was a people who demanded their rights after the war and the international community understood and accepted this, but this "boastful hero" (-Second President of Armenia Robert Kocharyan, Ed.), who is now in prison, came and ruined this format, said that I would be responsible for both Artsakh and Armenia. Thus, the methodology of the conflict has completely changed, and today it is considered in the prism of relations between Armenia and Azerbaijan and is perceived as a struggle for territory. As a result, the issue of Artsakh's self- determination was forgotten>, Manukyan noted.
According to the deputy head of the ANC, the Karabakh conflict should be resolved, however, the later it happens, the more likely that the outcome will be unfavorable for the Armenian republics in all its manifestations. <The conflict over the years has become even more complicated, and we will learn about the promises that Serzh Sargsyan made to the West, and Robert Kocharyan to Russia. As a result of this policy, the quality of fair struggle was distorted, and now it is becoming much more difficult to resolve the issue than it was possible in 1995, when Armenia, let's say, was "on a roll", he considers. According to Manukyan, the Armenian leaders had a "political illness" - a fear of looking directly into the eyes of processes that required courage from the authorities. "Nikol Pashinyan also suffers from this disease, he is also cautious on the Karabakh issue," he stressed; expressing the opinion that conflicting statements do not provide any opportunity or information that the Armenian prime minister really wants to solve this problem.
Manukyan believes that the Karabakh issue should find its solution at a time when the country's leadership enjoys the most serious confidence. <That you do not provide, the people will understand you, maybe not right away, it will take time. But an honest and strong leader must admit that the decision will not be what his people represent>, he warned, noting that some kind of interim decision would be made, which would be discussed, taken into account, and ultimately made, emphasizing that this the process is inevitable.

Assessing the fourth president of Armenia Armen Sarkissian, Manukyan stated that as a result of the transition from the presidential to the parliamentary form of government, Armenia lost the presidential apparatus and system, with all its processes, in particular, the elections, which were No. 1 political events for the country.
<Today, there is no president in Armenia, there is a post of president, which really means nothing. A post that in no way participates in the country's political life and decision-making.
