"For me, as an expert and observer, it is obvious that the will of the Karabakh people to self-determination cannot be ignored. This can only be done through their complete extermination. In this light, there is only one way - the path of mutual concessions. Namely, the return to Azerbaijan of the majority of the Karabakh-controlled areas outside former NKAR in exchange for recognition of the Republic of Artsakh by Azerbaijan, "he said.
According to the parliamentarian, at the same time, such a solution to the conflict is possible only in one package. First of all, due to the obvious distrust between the parties to the conflict. Zatulin is also convinced that the parties to the Karabakh conflict should agree with the help of intermediaries, but independently.
"For various reasons, the authorities in Baku and some radicals in Armenia are not satisfied with my point of view. Well, I don't impose my views on the situation, I just express them. And, as it seems to me, this view is in the interests of the parties to the conflict. It is fundamentally important for me to advocate for a peaceful settlement against any attempts to resolve the protracted dispute by force, unfortunately, my opinion is opposed by certain Azerbaijani media, insults and even threats are voiced against me, which I do not consider worthy, " Zatulin summed up.
Since 1992, the OSCE Minsk Group, represented by the co-chairs from Russia, the USA and France, has been engaged in the settlement of the Karabakh conflict. Currently, the settlement process is nominally proceeding on the basis of the "Madrid principles" put forward by the OSCE Minsk Group co-chairs in 2007 in Madrid and updated in 2009, which, among other things, envisage the deployment of a peacekeeping contingent in the conflict zone.
