ArmInfo. The head of the office of the second president of Armenia Robert Kocharian, Victor Sogomoyan, is concerned about the situation around the negotiation process on the Nagorno-Karabakh conflict.

So, on December 12, in an interview with journalists on the sidelines  of the Third Session of the Russian- Armenian Lazarevsky Club,  touching upon this issue, Soghomonyan stated that he did not remember  such that one of the parties would suddenly declare the need for  participation in the negotiations of the Azerbaijani community of  Nagorno-Karabakh .

"To this day, the concept according to which the Armenian authorities  are participating in these negotiations is incomprehensible.  Moreover, they said that no negotiations. At least until the last  period.  Today, I personally read an interview with Azerbaijani  Foreign Minister Elmar Mammadyarov to one of the Azerbaijani TVs,  which contains statements that require immediate refutation. If these  refutations are late or they are not there, then this is true.  Moreover, the status of Nagorno-Karabakh within Azerbaijan is being  discussed, "the head of the office of the second president of Armenia  noted.

He reiterated the need for clarification of the Armenian concept on  the settlement of the Nagorno-Karabakh conflict by the authorities.  Soghomonyan expressed hope that this will happen soon, and with clear  formulations, and not lyrical excerpts, to which society has already  become accustomed recently.

It should be noted that Mamedyarov said on the eve that during the  negotiations from the Armenian side various documents appeared, the  last of which is the "Lavrov Plan". Lavrov's Plan is the result of  intense discussions some two years ago in Moscow. But it is still  based on the Madrid principles. There is a statement by the co-chairs  of the OSCE Minsk Group on March 9, 2019, which just defines the  vision of mediators to move forward in the negotiations. The essence  is very simple - phasing. At the first stage, the withdrawal of  troops, the return of the Azerbaijani population, ensuring security,  establishing communications.
