ArmInfo. The results of the work of Levon Mkrtchyan as Minister of Education deprives the ARF of the right to criticize Araik Harutyunyan. This is stated in the statement of the member of the Public Council of Armenia Anahit Bakhshyan.
Bakhshyan in particular drew attention to the facts of the distribution of credit funds aimed at reforming the education system in the years when the ARF member Mkrtchyan headed the ministry. So, for the first time Mkrtchyan was the Minister of Education from 1998 to 1999. By a decision of the Government of October 28, 1998, a pilot program worth $ 15 million was announced, which concerned the improvement of management of state educational institutions. Meanwhile, as Bakhshyan notes, the program, in fact, was never implemented on a full scale.
For the second time, Mkrtchyan headed the ministry in 2001-2003. In 2001, the Armenian parliament adopted a law on the development of education for 2001-2005. "However, the measures developed within the framework of it were implemented by 30%," Bakhshyan emphasized.
Mkrtchyan was appointed Minister of Education for the third time, and it was during this period, under the WB's first loan program of $ 20 million, on March 27, 2008, the Government gave the go-ahead to the strategic program to establish high schools. As noted, the society has not yet formed a positive attitude towards this program.
For the fourth time, Mkrtchyan held a ministerial position from February 24, 2016 to April 26, 2018. At the same time, the WB's fourth loan program of $ 37.5 million entered into force, which implies, in particular, the repair of 17 high schools. "This year her terms are running out, but her results, according to new promises, will become apparent by 2023, and with the involvement of new sources of financing," Bakhshyan noted.
<Thus, over 20 years, under four credit programs, $ 103.75 million were attracted to the educational sector, and as a result, an unsatisfactory result. Does this allow the ARF to criticize the current minister Araik Harutyunyan? Of course not. This does not mean that it cannot be criticized, but those citizens of the country who have not destroyed the sphere of education of Armenia have the right to do so, "she said. Recall that some YSU students, with the participation of members of the ARF Youth wing, protested against the ministerial initiative, according to which the Armenian language, literature and history of Armenia will not be included in the list of compulsory disciplines in the curriculum of universities. Earlier, RA Minister of Education, Science, Culture and Sports Araik Harutyunyan called the actions of the protesters politically motivated.
