According to the press service of the Prime Minister, Pashinyan noted the important and fundamental importance of the bill. According to him, the need to develop such a bill arose, first of all, due to the fact that there are serious problems in the education system. "I must admit that our education system does not ensure the development of our country, our people, does not satisfy the aspirations of our people," he said. According to the prime minister, the government will act decisively in this matter, and is ready to make fundamental and consistent changes.
However, according to the head of government, the executive branch is not the only source of truth. "One thing is clear - it cannot go on like this, but we must set the task not only to reform the system in such a way that it ensures the natural course of our development, but also to reduce lost time as much as possible," Pashinyan said. As the prime minister pointed out, it is important to involve as many specialists in the field as possible - to listen to them and extract the rational in order to make the reforms most productive. Minister of Education, Science, Culture and Sports Araik Harutyunyan, in turn, said that the bill provides for the integration of higher education and science, the transition to a single-stage system of awarding academic degrees, and the full implementation of a three-stage system of higher education, replacing full-time and part-time forms training in full or partial workload. It is also planned to implement educational programs or individual courses in foreign languages, introduce new principles and mechanisms for admission to universities and non-politicized university management.
Within the framework of the document, as the Minister pointed out, it is also planned to introduce new financing mechanisms for higher education and science, autonomous management of universities and scientific organizations, stimulate the rejuvenation of the staff, entrust the university with the authority to teach the disciplines "Armenian language", "Armenian literature" and " history of Armenia. " The Prime Minister noted the importance of a comprehensive discussion of the bill with all interested parties, emphasizing that as a result it is necessary to find a conceptual solution to the problems existing in the education and science system.
