So, as reported on the Facebook page of the RA government, in October of this year two companies were granted tax exemptions in the form of exemption from customs duties. As part of the investment program, they promised investments of more than 35 billion drams and the creation of 50 jobs. One company received a three-year deferral from VAT by the government: according to the company's request, the investment will amount to 119 million drams, providing 17 citizens with work. 184 companies in the IT sector received tax preferences, as a result of which 750 jobs will be created.
On October 24, the Armenian government approved the procedure for subsidizing insurance payments within the framework of the pilot agricultural risk insurance program. At the first stage, insurance covers apricot orchards and vineyards, and hail, fires and spring frosts are defined as the risks covered by insurance. Farms from Armavir, Ararat, Aragatsotn, Tavush, Kotayk and Vayots Dzor regions will be insured against hail and fires, and farmers from Armavir and Ararat will be able to insure against spring frosts. In addition, farmers will be able to choose one of 5 insurance policies. The size of the insurance premium will be determined on the basis of a risk assessment on a particular land plot. 50% of the amount of the insurance premium will be paid by the Armenian government, and when registering risks from frosts - 60%.
In October, the minimum guaranteed salary was established in the amount of 108 thousand drams (about 220 dollars) for one rate of teachers in Armenia. The school funding mechanism is changing: they will also receive a guaranteed budget for minimum household needs. Now they do not have such a minimum, and they are lowered financing by the number of students. Such a mechanism was proposed in 2001 for the development of healthy competition between schools. minimum funding will be set for schools with a small number of pupils (in secondary schools - up to 208 children). If there are more children, then financing by the number of students will be added to this minimum.
By the decision of the government, in 2020, 8 institutions of secondary specialized education and 22 regional schools will be radically repaired.
Armenia won a gold medal at Beijing's largest ever horticultural exhibition EXPO-2019. Thus, the national pavilion of Armenia at the EXPO-2019 International Horticultural Exhibition held from April 28 to October 7 presented the potential of horticulture, agriculture, winemaking, as well as the culture, history and tourist attractiveness of Armenia.
By the decision of the executive body, an additional 984 million drams were allocated to the Armenian military-industrial complex. The government approved a judicial reform strategy for 2019-2023, the goal of which, as noted, is to create a truly independent judicial system that is free from corruption risks and protectionism. On October 24, the Government of Armenia approved the procedure for the care of children in difficult situations, elderly people and persons with disabilities provided by private organizations on the basis of a state certificate. Thanks to the innovation of the government, its beneficiaries - children and elderly people themselves will choose the organization that provides the service based on relevant quality criteria. Starting in 2020, 3300 children in 10 regions of Armenia will be given the opportunity to receive day care services while remaining in their family. Family assistance will also be provided: domestic services will be improved, issues related to providing work for parents will be resolved, etc. On October 17, Armenia was elected a member of the UN Human Rights Council. At the vote, Armenia received 144 votes from 193 countries.
