To recall, by the decree of the President of Armenia Armen Sarkissian, on October 24, Deputy Chief of Police Hovhannes Kocharyan was dismissed. As Kocharyan himself stated, the application was submitted on his own initiative.
Meanwhile, according to the press secretary of the Prime Minister Vladimir Karapetyan, the reason for the dismissal of Hovhannes Kocharyan from the post of deputy chief of the Armenian Police was his political statement.
The day before his resignation, in an interview with reporters, Korcharyan opposed the bill, according to which the posts of the heads of the Police and the National Security Service (NSS) become political.
A senior official, in particular, noted: <First, let's not consider the draft amendments as a reform project. I am far from such a thought. The opinion of the police does not coincide with the opinion of the authors of the project. The project is determined by political expediency; it is a project that offers situational solutions. Of course, I also share the authors' opinion that existing police posts are more prone to political influences. In this regard, I think there is truth here, but, fixing and evaluating this, nevertheless, I believe that other solutions were needed. This is the position of the police>.
Kocharyan does not believe that making the head of the police political is the right decision. <I do not think that with these changes the institution of parliamentary oversight of the police will be strengthened, not at all. The constitution provides for bans, and until constitutional changes take place, this will not become a reality>, he said.
To recall, the bill introduced by the Bright Armenia opposition faction proposes to make the posts of the director of the National Security Service and the Chiefof the Police political, which means that any person who meets the requirements of the candidate for MP, that is, any person, can be appointed to these posts who has reached 25 years, for the last four years is only a citizen of Armenia, for the last four years he has been permanently resident in Armenia and speaks the Armenian language.
