ArmInfo.The civilized way to solve the crisis in the Constitutional Court is the early retirement of the judges of the Constitutional Court. Minister of Justice of Armenia Rustam Badasyan expressed such an opinion in an interview with journalists on October 21 noting that the Justice Ministry has already developed a bill that will soon be discussed in the government and then will be sent to the National Assembly.
Speaking about the model of transitional justice, the minister said that it does not have the punitive goal, in particular, the initiation of criminal cases, but rather aims to give a certain assessment of election fraud or illegal deprivation of property, restoration of the rights of victims, which can be expressed in cash or other reimbursement.
Speaking about the confiscation of illegally acquired property, the minister said that exclusively civil law instruments would operate in this matter, which did not have any connection with the criminal law influence. "This is a means by which it is possible to return illegally seized property to the state or the victim, that is, it is not punitive. If someone has stolen property and worries now, he does it right - let him continue to worry until he returns all the property '', the minister said.
Badasyan also emphasized that this is not about rich people. ''We respect and urge them to further enrich themselves legally, pay taxes to the state, and prosper. We are talking about those people who acquired property through corruption, and this property is subject to confiscation'', Badasyan summed up.
