SIS accuses former mayor of Yerevan Yervand Zakharyan of abuse of  official position

ArmInfo. Former Mayor  Yervand Zakharyan and former head of Municipality's architecture and  urban construction department Arsen Lalayants are charged. The press  secretary of the Special Investigation Service of the Republic of  Armenia Marina Ohanjanyan reported this on her Facebook page.

"Zakharyan and Lalayants abused their official position, which led to  grave consequences. The evidence obtained in aggregate was enough to  bring charges against the above-mentioned persons on the grounds of  part 2 of article 308 of the RA Criminal Code," the RA SIS press  secretary said.

Earlier, the SIS reported that in 2008, an illegal decision of the  former mayor of Yerevan and at a meager price alienated a land plot  of 10 thousand square meters of the "Victory" Park 

It should be noted that Zakharyan held the post of mayor of Yerevan  in 2003-2009.

According to the report, 10 thousand square meters of land located at  Azatutyan Avenue and, according to the general plan of the city of  Yerevan, located in the zone of green territories of public  importance, March 12, 2008 according to the new general plan,  developed in connection with the redistribution of the territory  occupied by the Victory Park , unreasonably and illegally were left  outside the territory of the mentioned park. In addition, the above  land, included in the list of restrictions stipulated by law and not  subject to alienation, at the cadastral value of 164.760.000 drams  (that is, 1 square meter for only 16476 drams), was alienated by  direct sale to Golden Palace Hotel  LLC. Meanwhile, in 2015 the  Golden Palace Hotel secured a loan in the amount of $ 2.800.000 from  one of the commercial banks operating in Armenia.

<In the future, the amount of cooperation with the amendments made to  the loan agreement concluded between the company and the bank  gradually increased to 12 billion drams, which is approximately 70  times higher than the acquisition cost of this land plot, " the SIS   message mentioned. A criminal case was instituted on the fact.
