
ArmInfo. As a result of abuses committed by former officials of the Yerevan Municipality and competent persons of the Sanitek company, Yerevan suffered damage in the amount of 5.3 billion drams. This was stated in the official statement of the RA Prosecutor General.
According to the source, it was revealed that officials of the Yerevan Municipality in 2013 and 2015 in official documents they made false information about the availability of evidence confirming the professional experience of Sanitek International LLC and Sanitek SARL company, the necessary technical means, financial resources and labor resources, assessing satisfactory compliance with international standards. As a result, the latter concluded agreements on garbage collection and sanitary cleaning in Yerevan, including the provision of services in the winter months.
In addition, the circumstance was ignored that the condition for concluding annual agreements for the purpose of providing the services provided for in the Main Agreements is that the bank or credit organization or insurance company provides a guarantee. Meanwhile, under contracts concluded with a validity period of 10 and 12 years, starting in 2014, agreements were concluded that set the price of the contract in the absence of such guarantees. Thus, the community was deprived of the opportunity to receive an amount in the amount of a bank guarantee, and improperly performed or not completed work and services were provided with their own funds. As a result, the community of Yerevan suffered material damage in the amount of 1.607.721.900 drams. The study also revealed that in 2013 and 2015, according to 2 signed agreements, it was planned to install 16 thousand 1100-liter metal wheeled containers, as well as collecting and removing garbage, cleaning, repairing and replacing damaged parts of containers, for which annually paid 1.805.000.000 AMD. However, when studying the documents, 5170 containers were inventoried, of which only 99 were metal.
And according to the data provided by the two companies, starting from 2014, according to the agreements concluded with the Municipality of Yerevan, only 9907 containers with a capacity of 1100 liters were purchased and installed. In addition, the treaties provided for the cleaning of 4000 container platforms, while only 459 were built from them.
Yerevan Municipality officials paid the full amount for the cleaning of the sites, while only about 20% was built. As a result, starting in 2014. About 354 million drams were paid for cleaning up non-existent sites, which corresponds to the amount of material damage inflicted on the Yerevan Municipality. From the above it follows that the competent persons of the company, knowing that instead of 16 thousand containers, only 9907 were installed, and the services for cleaning platform platforms for containers were not provided in full, by deception and abuse of trust, they received 3.706.000.000 drams.
Taking into account that the signs of a crime are evident in the recorded violations, a criminal case has been opened in the Department for the Protection of State Interests under Article 314 I of the Part, 308 of the II Part, and 178 III of the Criminal Code of the Republic of Armenia. The preliminary investigation in the criminal case was entrusted to the RA Investigative Committee.
To recall, problems with the removal of household waste in Yerevan began in the summer of 2018, and in the spring of 2019, Sanitek company was fined twice for failure to fulfill obligations, for a total of a small amount of AMD 40 million, while monthly, according to the agreement, the municipality transferred about 5 billion drams to the company's account. Residents of Yerevan were extremely outraged by the accumulated garbage throughout the city and the inaction of the relevant services. Yerevan Mayor Hayk Marutyan repeatedly publicly expressed dissatisfaction with the work of "Sanitek" company, stressing that Yerevan residents will no longer tolerate work of this quality.
