The Committee notes that the laser is capable of blinding pilots at the most critical and dangerous moments of takeoff and landing of an aircraft, when a gaining altitude or, conversely, a landing plane is especially vulnerable. A blinded crew is almost unable to use the aircraft control panel, correctly perform complex maneuvers, which can lead to disaster. "Please, prior to using the laser, evaluate all sorts of risks and, if possible, refrain from using it," the report said.
According to media reports, recently in the world the number of cases of blinding pilots of passenger airliners with laser pointers has increased again, and on average several thousand such incidents are recorded per year.
