ArmInfo.The Investigative Committee of Armenia understands the incident with the Russian ORSIS company.
As the press secretary of the Investigative Committee of Armenia Naira Harutyunyan told ArmInfo, a criminal case was opened in the military department of the Investigative Committee of Armenia on August 17 for negligent attitude of the head or official to the service (Article 376, Part 1 of the RA Criminal Code). "The criminal case was initiated on the basis of a statement by the lawyer of the RA Chamber of Lawyers, Alexandr Sirunyan, who represents the interests of ORSIS, a Russian resident company registered in Armenia, in the republic. The statement concerns the refusal of the registration commission to fill out a company application for participation in closed tenders periodically announced by the Armenian Ministry of Defense for the acquisition large batches of military equipment, for far-fetched reasons, "the representative of the RA IC informed, adding that the investigation in the specified case was continued.
Earlier, RIA Novosti reported that a criminal case "on negligent attitude to service" was opened in Armenia due to the disruption of the tender for the supply of weapons in which the Russian company participated. "In May, the Ministry of Defense of the Republic announced for the first time in its history a tender for the supply of military equipment in the amount of several million dollars. Only the Russian ORSIS was able to satisfy the qualification requirements. It soon became known that the tender was closed without explanation. ORSIS turned to the appeal commission and a lawyer, representing its interests in Armenia, as a result of which a lawsuit was filed. The military attache of the Armenian Embassy in Russia was also informed of the incident, "the source said.
ORSIS, part of the Promtechnology group, has been supplying Yerevan with weapons, ammunition and optics for several years. The company said that now it is on the black list. "The (Armenian. - Ed.) Agency said that we did not provide the necessary documents, which is not true. After that, for several weeks we gave all the information that the Ministry of Defense officially requested from our contractors. As a result, we were announced that we allegedly didn't provide acts of acceptance for certain items, "said the representative of ORSIS. According to him, the Ministry of Defense of Armenia also demanded the payment of a bank guarantee of several hundred thousand dollars, although by law this is possible only if the company won the tender and itself refused to sign the contract.
"We turned to the appeal commission - we asked for documents that were no longer directly related to the tender, and at the last moment announced that there weren't several documents that we actually submitted. Moreover, the stamp of "top secret" was put on the protocol of the appeal commission, although the tender itself was closed, but "not undercover", "the company representative shared the details. In his opinion, the current situation threatens to disrupt the project to build a cartridge factory in Armenia. It was assumed that the enterprise would be created on Russian investment, it was a sum of several million dollars.
