ArmInfo. The General Prosecutor's Office of Armenia in the field of road construction revealed facts of falsification of documents providing rights committed by a group of persons in a preliminary conspiracy, as well as abuse of authority by employees of a commercial organization.
So, according to the press service of the supervisor, it turned out that on March 30, 2018, between the Ministry of Transport and a consortium of two commercial organizations (contractor), an agreement was concluded on the overhaul of two sections of the interstate highway M-16, M-4-Voskepar -Noemberyan- M6 in the amount of 1 billion 298 million drams. Another agreement concluded with the Ministry of Transport, the implementation of technical control over construction work was entrusted to another commercial organization. On July 3, 2019, an executive act was approved between the contractor and the technical controller, which grants the right to pay funds for work on a separate section of the road of 30,000 square meters out of 44,479 square meters. The document was submitted by the contractor to the Ministry of Territorial Administration and Infrastructures for acceptance of work in the amount of 33 210 000 drams.
Meanwhile, as noted, before this, samples were taken on this section of the road. According to the results of laboratory studies, it turned out that the quality of the asphalt concrete pavement does not comply with the accepted building codes, which the Ministry notified the contractor prior to submitting the above document. The results of laboratory tests without complaints were also confirmed by representatives of a commercial company conducting an examination commissioned by the contractor. It also turned out that in the intermediate acts of acceptance of work the data were not completely filled.
Thus, according to the source, the employees of the company carrying out technical control used their powers contrary to the interests of the company. "The legitimate interests of the state were not significantly damaged only because the responsible act of the ministry studied the specified act on the performance of work, and these works were not accepted due to the discovery of omissions," the Prosecutor General's statement said.
A criminal case has been instituted on the fact in the Prosecutor General's Office. The preliminary investigation was entrusted to the Investigative Committee of Armenia.
