ArmInfo. Non-members of the Collective Security Treaty Organization (CSTO) and international organizations have been offered to grant observer status to the CSTO or partner organization. The corresponding package of bills introduced to the State Duma by Russian President Vladimir Putin.
The first draft is proposed to ratify the Second Protocol on Amendments to the Agreement on the Legal Status of the CSTO. The document, in particular, introduces the posts of the Permanent and Plenipotentiary Representative to the CSTO (instead of the plenipotentiary representative), the Deputy Secretary General of the organization.
The protocol also establishes privileges and immunities not only to the CSTO Secretary General and his family members, but also to his deputies and their family members to the extent stipulated by the Vienna Convention on Diplomatic Relations of April 18, 1961, if they are not citizens of the receiving state.
The second draft provides for the ratification of the Third Protocol on Amendments to the CSTO Charter. It is planned to provide non-member states and international organizations with observer status at the CSTO if they are interested in studying the open regulatory framework, experience and practices of the organization.
But the states and organizations sharing the goals and principles of the CSTO can be granted the status of a partner of the organization. The procedure for obtaining and terminating observer and partner statuses will be approved by the CSTO Collective Security Council.
The third bill ratifies the Second Protocol on amending the CSTO Charter, which takes into account the constitutional reform carried out in Armenia. The Charter stipulates that not only the heads of member states of the organization, but also the heads of government of the CSTO member states can take part in the work of the CSTO Collective Security Council, if they have the necessary powers in accordance with national laws. The documents were signed in Astana on November 8, 2018, the Parliamentary newspaper reports.
