Head of the State Property Management Committee Narek Babayan told reporters answering the question of ArmInfo.
On March 14, this year in an interview with journalists Narek Babayan, noting that 63 million drams are allocated annually for just ensuring the cleanliness of the Ministry of Finance training center in Dilijan, declared unreasonableness of its inappropriate use, in which more than ten million dollars were invested. "Of course, the lyceum cadets should be provided with good conditions, but this does not mean that the lyceum with 100 students should be given an area of 8 hectares with excellent luxury living conditions," he said, urging to refrain from manipulation in the context of the fact that the soldier deserves the best conditions. The response from the faculty management and officers of the Lyceum was not long in coming. Noting that Babayan simply does not control the situation, they said that the hotel and the cottages on the territory of the training center are not at all idle, as Babayan claims. They are used by the teaching staff and officers of the Lyceum, and from this year they will be used for their intended purpose. "The lyceum has also become an indispensable harbor for high-ranking guests of the Defense Ministry and for conducting various programs," they noted. According to Babayan, today the Committee, together with the Minsitry of Defense and the Urban Development Committee, are looking for an equivalent area for an educational institution. At the same time, at present the head of the Committee on State Property Management is refraining from indicating how long the search will last and when exactly the training center in Dilijan will be used for its intended purpose. But, as Narek Babayan assured, the ministry did not abandon the idea of vacating the territory for its transformation into an elite hotel. The construction of the training center of the Ministry of Finance caused in its time loud discussions in connection with the costs that the Ministry of Finance at the expense of state funds directed to its equipment. There are spas, saunas, a restaurant, several cafes and tennis courts, a separate hotel.The facility is furnished rather luxuriously. The doors are Italian, wooden and armored, plates made of press granite produced in the United Arab Emirates, there are ceramic washbasins, toilet bowls, bidets. Under one agreement alone, 41 million drams were paid for kitchen utensils: special forks for fish, others - for steaks, chrome cigar shears, ice spoons, shakers, 114 metal napkin containers of 40 thousand drams each, and each soap dish costs 60 thousand drams. Each of the enlarging mirrors in the bathrooms costs $ 100, and the curtains are German-made. The whole structure is lined with polished travertine. Only according to official documents, 26 billion drams, or about $ 60 million, were spent on all of this from the state budget. Let us say, for comparison, that the construction in the center of Yerevan of a huge hotel under an international brand required $ 23 million. Despite the fact that the Center was originally provided for the needs of tax and customs officials, in 2016, immediately after the change of government, the training center was transferred to the state balance taking into account the inexpediency of using the Center by the State Revenue Committee and subject to further transfer to another entity with the right to use. Then the decision was made - the movable and immovable property of the center is transferred to the balance of the Ministry of Defense to organize the military educational process of the Lyceum named after Monte Melkonyan.
