ArmInfo. The Constitution is a conceptual document and its literal interpretation is unacceptable. On July 4, Head of the Department of Constitutional Law of YSU, Associate Professor Vardan Ayvazyan stated this during the titled "The Constitution of Armenia: Red and Green Lines". He noted that in Armenia only the Constitutional Court has the right to interpret the Constitution.
In turn, German legal scholar, Prof. Dr. Otto Luchterhandt noted that if there are a lot of contradictions in the text of the Constitution, then it turns into a roulette and loses its true meaning. He noted that the process of improving the Constitution of Armenia from 1995 to 2019 is impressive, especially if we compare it with the Constitutions of Azerbaijan or Russia.
Candidate of Law, Associate Professor Arthur Ghazinyan stated that the Armenian authorities use the Constitution, distorting the meaning of the document to substantiate their actions. He noted that each government is trying to "tailor" the Constitution for themselves, so that it serves their personal interests. "In developed countries, as a rule, the leadership refers to the Constitution, we have the power to constantly appeal to the people's factor, pushing the Constitution to the second plan. The constitution is seen as an extra element. As a result, the wishes of the authorities are presented as the wishes of the people, the goal being put forward is presented as the demand of the people, and the Constitution is constantly violated in this process, " Ghazinyan stressed. As an example, he cited the fact that in Armenia the legislative and executive powers are almost single-handedly formed by the leader of the ruling elite "Now an attempt is being made to project this experience onto the judiciary. This is not a parliamentary firm of government, this is totalitarianism ", Ghazinyan said
