ArmInfo.The Armenian parliament at an extraordinary meeting on July 1 in the second and final reading amended the Law on State Registration of Rights to Property and the package of related laws.
Presenting the draft, the chairman of the Real Estate Cadastre Committee of the Republic of Armenia Sargat Petrosyan noted that by the second reading no new proposals had been received either from the government or from the lawmakers. The submitted amendments, according to Petrosyan, proceed from the five-year program of the Committee, recently approved by the RA government. According to this program, in five years a fully automated cadastre will operate in Armenia, all actions will be carried out without direct contact with the offices. The presented package provides an electronic form of registration of rights to property, whether in the Cadastre Committee or in the notary. In this case, registration is allowed in one of these institutions. To execute the documents in the Cadastre, it is necessary to register on the Committee's website at ecadastre.am, obtain an ID card and code, send the necessary documents for registration to the Committee's e-mail address. The electronic form of the certificate will be posted on the Committee's website, where applicants can enter with their code. The head of the committee advises to print out certificates at the first stage and keep them for some time. The inventory committee will do the same until the full implementation of the electronic system. At the same time, from now on no mandatory printing is required. Payment for services rendered is also envisaged by wire transfer. "The electronic system itself will record the state registration of certificates for property," said Sargat Petrosyan, adding that the system will work by the joint efforts of the Real Estate Cadastre Committee and the State Revenue Committee within the coming month. He also announced the beginning of the process of withdrawal of first-generation certificates. If it is necessary to make changes to the certificate new documents without additional payments will be issued.
