ArmInfo. Mayor of  Bourg-Les-Valence Marlene Mourier announced her intention to appeal  to the judgment of the administrative court cancelling the friendship  charter signed in October 2014 with Mayor of Shushi in Artsakh, she  wrote about this on her Facebook page.

''I register in false face to the interpretation of the  administrative court that has judged this illegal charter. I remain  convinced of its compliance with the legal provisions and I announce  that I will appeal to this judgment by leaning on the words held by  the president of the Republic, Emmanuel Macron, at the dinner of the  ccaf of February 5th who had Assured that censorship of the state  would not affect projects in educational and humanitarian areas that  are yet the essential of the content of friendship charters.

Beyond the legal aspects, my moral commitment to the chouchinois  remains intact. I went to chouchi several times and I was able to see  the great hope that a manifestation of humanity and friendship is for  populations that a hostile Azerbaijan wants to choke.

In Artsakh in chouchi where the francophonie and the francophilia are  omnipresent, this decision is very badly felt and misunderstood. In  France and in Bourg-Les-Valencia as in artsarkh and in chouchi, the  links created between the bourcains and the inhabitants of chouchi  are very strong'' 

Mayor of the French city of Arnouville Pascal Doll also announced his  intention to appeal the French court's decision. He pointed at the  fact that the French Constitution guarantees free governance to the  local authorities and grants them numerous decentralized powers,  including the right to carry out an international activity with the  condition that this activity respects the international commitments  of France. The declaration is a statement between the two peoples on  establishing friendship in sports, culture, education and other  areas. It in no way violates the powers of the executive leadership  in the country's foreign policy field. It's surprising that a simple  statement on friendship is subject to cancellation, especially when  it has been made by a representative of the local body, in a country  which is considered to be the leader in terms of freedom of speech. I  also want to state that such a political and judicial fanaticism  operates only against Artsakh", Pascal Doll summerized.  To recall,   at the end of May the administrative court of Cergy-Pontoise of the  French Val-d'Oise department declared invalid the declaration of  friendship between the French city of Arnouville and the Artsakh  community of Scheher. The court of the city of Grenoble, decided to  abolish four more charters of friendship, signed by representatives  of Nagorno-Karabakh with settlements of France - the departments of  Valence, Bourg-les-Valence, Bourg-de-Peage. The administrative court  abolished the charter, guided by the arguments that they do not  respect the international obligations of France and are contrary to  the foreign policy of the country, which is the exclusive competence  of the state.  The Artsakh Foreign Ministry expressed regret with  these actions of the judicial authorities of France.
