The Republican congressman from Central California, John Cox, called on the United States to adopt amendments to the bill on foreign aid for fiscal year 2020 (FY20) and to resume financial assistance to Artsakh in the implementation of vital demining programs and the expansion of rehabilitation services.
As the press service of the Armenian National Committee of America(ANCA) told ArmInfo, Cox noted in his speech that Nagorno-Karabakh has one of the highest rates of civilian casualties from mines and undesirable remnants of war. "According to The HALO Trust, over the past few decades, about 400 civilians have died from mines and unexploded ordnance in Karabakh, and a quarter of these victims are children. In 2013, according to a needs assessment, more than 80% of the population assisted by HALO Trust region. Mr. Speaker, families and children do not need to live in fear that they may die in an accident, having blown up on a mine, "said Cox, citing his proposal to increase financial assistance to Artsakh.
