ArmInfo. A real hybrid war against the state has unfolded in Armenia. The Prime Minister of the Republic of Armenia Nikol Pashinyan said this at a government meeting  on June 6.

According to him, recently calls for violence voiced by certain  circles have intensified, which is a matter of national security.  Nikol Pashinyan emphasized that these certain circles are attempting  to form a certain field in the republic, there are even groups of  people dressed in black clothes who, for the most part, are engaged  in propaganda of violence, organizing relevant actions. In this  situation, as the head of the government noted, there should not be a  velvet law-enforcement system in the country that experienced a  victorious non-violent velvet revolution. Nikol Pashinyan instructed  the heads of the security agencies to reveal the circle of these  persons dressed in black, "dress them in normal clothes, put on  colorful butterflies and return them to civilized society". "The  answer of the law enforcement agencies of the country should be very  tough. It is not permissible when anyone drives the car on the  pavements with an arrogant look, disregarding state foundations, this  is not only a question of traffic violations, it is a matter of  neglect of society, the state and the rule of law", the head of  government stressed.

He added that the purpose of such actions is obvious: to demonstrate,  ostensibly, the absence of law and order in the country and the  incapacity of the authorities. "Everyone who commits such offenses  should understand their full responsibility. Any propaganda of  violence should receive a very tough counter-attack, regardless of  who it is voiced from," Nikol Pashinyan stressed, instructing the  head of the RA Police Valery Osipyan to form working groups for  operational interventions on this kind of phenomenon. The head of  government once again stated that this is not about persecution for  criticism, which is enshrined in the Constitution and in the laws of  the country, but only about calls for violence. "There are no  restrictions with the freedom of speech, freedom of expression, and  there can't be," said Nikol Pashinyan.

In turn, RA Prosecutor General Artur Davtyan reminded that two years  ago, the Prosecutor General's Office launched a legislative  initiative to toughen up measures of responsibility for the  propaganda of violence, but after discussions only the provision  concerning responsibility for calls to terrorism was left.  The  Prosecutor General proposed to return to the consideration of this  issue, with which the Prime Minister agreed.
