ArmInfo.Vetting is needed in the entire legal system, not only in the judicial sphere, but also in law enforcement. Chairman of the Armenian Lawyers'' Association Karen Zadoyan said this on May 24 during hearings in the Armenian parliament on issues of transitional justice.
Zadoyan stressed that two months ago he presented his report to the authorities, indicating that about 25 countries had studied experience in this area for its preparation. He noted that there are 4 instruments of transitional justice: the implementation of criminal justice, the search for truth, a program of reparation for damage, and institutional reforms. "I would like to add that during the drafting of the report I also took into account 4 main directions: the legal, social, economic and political context," Zadoyan noted.
According to him, transitional justice should comply with all laws and the Constitution of Armenia, and cover the period from 1991 to 2018. "Particular attention should be paid to issues related to illegal enrichment and corruption. Moreover, I believe that it is also necessary to discuss the possibility of alienation of property in the interests of the state. I think it should also provide for people who have misappropriated capital to admit their guilt. Priority interest also should be the topic of violations during the elections, let's not forget that the events of March 1, 2008 are directly related to this topic, "the expert stressed. Zadoyan also proposed to apply amnesty after the introduction of transitional justice in respect of convicts, since the transitional justice is not intended to punish all the public, but only the main perpetrators. He also noted that he opposes lustration, but we can use vetting. In conclusion, the expert noted that since the wetting is a systemic phenomenon, it should be applied in all law enforcement agencies, noting that they also need a number of reforms.
