Statement of the Acting Head of the State Control Service (SCS), Argishti Qyaramyan, on the existence of violations in the Armenian police is of a populist  nature.  Cheif of the Armenian Police Valery Osipyan expressed this  opinion on May 23 in an interview with journalists after a government  meeting.

Thus, according to him, according to the law of the Republic of  Armenia "On the State Control Service", the inspection object was  obliged to submit a certificate to the SCS at the end of the  inspections. "I do not consider such statements to be correct at this  stage - they have not yet finished checking, they are trying to bring  the alleged charges," he said.

As the Chief police officer pointed out, only after submitting the  certificate, the control body must submit an opinion, and then the  acting officer. The head of the SCS is obliged to present the  violations to the Prime Minister. After that, the Prime Minister, in  the presence of a violation, decides which structure will take up  these offenses. "There should be a decision of the Prime Minister,  meanwhile the acting head of the SSC is in a hurry to make  unreasonable statements," Osipyan said.

When asked what explains this behavior, Valery Osipyan said that,  perhaps, it was dilettantism, perhaps something else. "I argue that  there is not, and there can be nothing of the kind. The police act  transparently, and I consider such conversations unreasonable. These  are state standards, state numbers, and what's wrong with the police  wanting to establish additional logos property, because in recent  times have been there many falsifications? ", asked the Chief of  Police.

At the same time, as Osipyan pointed out, he contributed to the  tender being won by the company "newcomer" in the field. In the  meantime, one company has been doing this for 10 years, and it would  be good if another company participated. The absurdity of the  situation is that, as Osipyan pointed out, the prime minister ordered  inspections to be conducted on the basis of a complaint from a  Russian company that won the tender.

And the assistance of the Chief of the Police was that the company  representatives in early January asked for a meeting, and he agreed  to take them, even without knowing who the meeting would be with.  "They told that for many years access to the sphere was closed for  them, and I told them who can forbid you," said Valery Osipyan.

According to the information of the State Control Service,  on May 7,  2019, the beginning of the check in the RA Police. Already on the  eve, the head of the SCS, Argishti Qyaramyan, announced violations in  the process of purchasing vehicle state numbers. He stated that  today, analyzing the obtained evidence, we can say that there are  sufficient grounds for considering this certificate as a report on a  crime. Qyaramyan also did not rule out that there are grounds for  accusing high-ranking officials of the Police of abuse of office.   According to the SCS, since 2008, the police have systematically  violated the law on public procurement.  In the near future, the  Office of the case materials will be compiled and transferred to the  Special Investigation Service
