ArmInfo.The RA Prosecutor General's Office while studying the activities of the Public Radio Company of Armenia revealed large abuses.
As a result of the study, it was established that by decision of the government dated October 23, 2016 for the needs of "Public Radio of Armenia" a land plot was alienated from SNCO "National Cinema Center of Armenia". This territory was transferred to the public property of the Public Radio Company of Armenia back in 2015, on the basis of a letter from the radio director to the head of the State Revenue Committee, in which the latter noted that additional territory is necessary for the radio to work effectively.
However, then on March 30, 2016, the Public Council on Television and Radio allowed the Public Radio Company of Armenia to alienate the building with an area of 1.679.9 sq.meters, a territory of 0.10014 hectares, and a land plot of 198.6 square meters by auction. The initial amount at the auction was 720.000.000 drams. In this decision, it was noted that if the property is not sold after every 10 auctions, the price should be reduced by 4% of the starting price. The minimum price should have been 480.000.000 drams. On May 31, 2016, an agreement was signed between Auction House LLC and CJSC Commodity and Raw Materials Exchange. It was found out that on December 5, 2016, the Public Council on Television and Radio changed the initial conditions of the auction, allowing the starting price for the property to be set at 650.000.000 drams, and if the amount is not paid to organize a new auction. The total starting price of each subsequent auction should have been 35,000,000 drams less than the total starting price of the previous auction, while the minimum price should have been 300. 000. 000 drams.
It was established that at the request of the "Public Radio Company of Armenia" the price for this property was daily reduced by 35 million drams, as a result of which this property, as an exchange commodity, was sold for 300 million drams. Meanwhile, according to Article 5 of the Law of the Republic of Armenia "On Commodity Exchanges", real estate, intellectual property objects, copyrights, works of art, etc. cannot be exchange goods. Consequently the management of the Public Radio Company of Armenia, using its authority to the detriment of the company, ignoring the law of Armenia "On public auctions" sold property that is not an exchange commodity. As a result, the Public Radio Company of Armenia suffered damage of at least 350 million drams. Regarding the leadership of the Public Radio Company of Armenia, in connection with the latter's use of his official powers to the detriment of this organization, as well as the fact of violation of the public auction procedure, a criminal case was initiated under 214 and 196 RA Criminal Code.
