ArmInfo. The borders between Armenia and the Diaspora should be erased. Prime Minister of the Republic of Armenia Nikol Pashinyan stated this on May 8 at a press conference in Yerevan.
According to him, the creation of the institution of the High Commissioner for Diaspora Affairs instead of the Ministry of Diaspora Affairs is an objective necessity. The minister, being a member of the government, is not able to pay attention to the problems and demands of Diaspora organizations. He takes part in government meetings, works on documents, carries out administrative activities. The High Commissioner will get much more time and opportunity to work with the Diaspora around the clock. The minister, as noted by Pashinyan, cannot devote a whole week to the activities of the diaspora in a particular locality; the High Commissioner will have such an opportunity.
Working with the Diaspora, as the Prime Minister stressed, should become an important part of the country's state policy. Moreover, almost all Diaspora organizations have supported the velvet revolution, and consider themselves to be participants in and beneficiaries of those events.
To note, on May 8, the National Assembly of Armenia adopted amendments to the law "On the structure and activity of the government", which envisages the formation of the institution of the High Commissioner for Diaspora with the liquidation of the Ministry of Diaspora. The law defines the criteria for the High Commissioner for Diaspora. He must be at least 25 years old, have a higher education, be fluent in Armenian and at least two foreign languages.
