ArmInfo. In the Prosecutor's Office of the Shirak region of the Republic of Armenia, a criminal case has been initiated into the matter of official negligence on the part of the leadership of the Artik prison in connection with the acquisition and use of prohibited items by prisoners of the prison.
As previously reported, in the course of examining materials on a number of criminal cases investigated by the prosecutor's office of the Shirak region, it turned out that illegal trafficking of prohibited items, in particular, means of communication, continues to spread in this criminal-executive institution. This creates favorable conditions for the planning and commission of crimes by persons held in the penitentiary institution through these means of communication.
In particular, in the framework of criminal cases initiated and investigated in 2018, it was established that in all cases the alleged crimes were planned and committed by persons held in the Artik institution of the Ministry of Healthcare of the Republic of Armenia by means of communication.
During 2018, 196 mobile phones were discovered as a result of searches at the Artik institution. As a result, 224 arrested and convicted persons were subject to disciplinary action, including those who have repeatedly been fined for storing mobile phones and equipment.
Moreover, according to the interrogated persons, in some cases, mobile phones and maps reached the arrested person or the convicted person by means of broadcasts or during meetings, which indicates that after the visits personal search of the arrested and convicted persons was formal or was not conducted at all.
Through the means of communication, prisoners contact witnesses and victims in the case intimidate or persuade them to testify of one or other content in their favor.
From the foregoing, it becomes obvious that the acquisition and use by convicts and arrested persons of prohibited items in the Artik Criminal Executive Institution is the result of a clear negligence of their official duties by the employees of the penitentiary institution, which by negligence caused significant harm society and state.
Based on the foregoing and taking into account the need to complete a full, objective and comprehensive investigation to give a criminal assessment of the actions of employees of the Artik penitentiary institution, a criminal case was initiated by the decision of the senior prosecutor of the Shirak region Prosecutor's Office.
The investigation was entrusted to the Shirak Regional Investigative Department of the Investigative Committee of the Republic of Armeni
