The Prosecutor General's Office of Armenia continues the process of verifying the legality and proportionality of decisions taken on the implementation of the basic rights of prisoners and convicted in penitentiary institutions, observance of the order and conditions of serving the sentence, as well as disciplinary penalties and incentives applied to prisoners.
According to the press service of the Prosecutor General's Office, the next inspection was carried out at the Kosh prison. As a result of the inspection, some violations were identified.
In particular, it was found that, at least once a year, medical and preventive studies are not carried out at the penitentiary facility, and the staff of the penitentiary institution, violating the government's decision, did not in all cases make daily visits to persons in punishment cells. Violations were also found in making broadcasts for prisoners. In particular, the indication of the number and types of certain items in the package have been summarized. Thus, it was impossible to adopt whether the number of these items in the program corresponds to the data indicated in the declaration or not. However, data transmissions were accepted.
During the tour in the residential area of the penitentiary, in the summer pavilions, engraved or painted signs characteristic of the criminal subculture were found, and in the shelter of the penitentiary facility there were plants and animals there without permission of the head of the penitentiary institution.
Also during the inspections it was established that the administration of the penitentiary unit did not fulfill the mandatory requirement to send a request at the place of residence of the released to the relevant territorial police department, about the possibility of residence of the convict at the specified address within the prescribed time limits. This is important from the point of view of clarifying the corresponding addresses and further monitoring the behavior of the person being released from punishment.
Violations related to the observance of the use of video calls and telephone calls by persons contained in the MIS were also recorded. Also, violations were recorded in fulfilling the requirements for attracting convicts to work on technical and economic maintenance of the penitentiary institution, and there were also violations related to the quarantine department for persons housed in open and half-open parts of the correctional institution. During the inspections, an employee of the Prosecutor General's Office visited all the cells of the penitentiary, spoke personally with the prisoners and learned about the conditions in which they are held, and then answered their questions. At the same time, the head of the department for supervision of the legality of the use of punishments and other coercive measures of the Prosecutor General's Office of Armenia expressed satisfaction with the compliance of the sanitary and hygienic conditions of the territory and residential territory of the Kosh penal institution with the established standards and consistency of the administration aimed at improving the situation in this direction . Some of the violations found were eliminated on the spot. It was instructed to eliminate other violations, and to report on the results of the work done to the Prosecutor General's Office of Armenia.
