ArmInfo.Within the framework of the criminal case investigated by the investigative department of the Avan and Nor Nork administrative districts of the Investigative  Committee of the Republic of Armenia, a number of circumstances of  the alleged assignment by the former head and former head of the  financial department of the administrative office of the Nor Nork  district of Yerevan were clarified.

According to preliminary data, in the period from May 21, 2012 to  September 5, 2018, Armen Ulikhanyan, occupying the position of the  head of the administrative district Nor Nork of Yerevan, using his  official position, by drawing false documents for mercenary purposes,  committed theft on a large scale.

In particular, having come to a preliminary agreement with the  Director of LLC, authorized to organize various events, he decided to  appropriate the amount provided for organizing and holding the event  on the territory of the administrative district on April 7, 2016  under the pretext of organizing an event dedicated to the holiday of  motherhood and beauty.

For this purpose, a false document was drawn up, namely, a protocol  of acceptance, according to which the restaurant allegedly organized  and held an event, but in fact it did not take place, as a result of  which the head of the administrative district, using his official  position colluding with the director of the company, appropriated the  amount on a large scale provided for the organization and holding of  the event, causing property damage to the community.

During the preliminary investigation, other visible abuses by the  head of the administrative district were also revealed. Thus,  according to the agreements concluded between the Municipality of  Yerevan and 7 organizations during 2018, various types of building  materials, benches, swings, gazebos were purchased for the Nor Nork  administrative district, but it is unclear when and who received the  goods.

It was also found that inconsistencies were identified as a result of  work on the delivery of property in the administrative building of  the office of the head of the administrative district Nor Nork,  namely: the commission established as a result of the inventory of  fixed assets registered a deficit.

The investigation revealed financial frauds on the part of the former  head of the financial department of the Nor Nork prefecture office.  Thus, from May 31, 2010, occupying the above-mentioned position,  being a responsible person in the process of acquiring and  distributing stationery, the head of the financial department of the  prefecture head of office entered the lists with knowingly false  information about the sum of A4 paper provided to various departments  of the prefecture office, resulting in property damage to the  community administration.

Criminal cases were initiated in connection with these cases, and a  decision was made to merge them into one proceeding and conduct a  joint investigation. During the preliminary investigation, a number  of investigative actions were carried out, staff members were  questioned, searches were conducted. Based on sufficient evidence  obtained, former head of the administrative district Nor Nork Armen  Ulikhanyan was charged under paragraphs 1, 2, 3 of part 2 of article  179 and part 1 of article 314 of the RA Criminal Code, and head of  the finance department of the head of the administrative district 2  of Article 179 and Part 1 of Article 314 of the RA Criminal Code. As  a preventive measure in respect of them, they were not allowed to  leave. The investigation continues.
