The Azerbaijani Foreign Ministry is protesting the spread in the UN of the first periodic report of the Republic of Artsakh on the implementation of the provisions of the International Covenant on Civil and Political Rights UN as an official document. Thus, the press secretary of the Ministry of Foreign Affairs of Azerbaijan, Leyla Abdullayeva, responding to this information, assured that there could not be any talk about the annual report submitted to the UN Human Rights Council.
The representative of the ministry noted that it is important to check the accuracy of the information before its coverage in the media.
"We repeatedly witnessed how the Armenian media presented certain topics in a way that corresponded to their interests. It's not the first time the Armenian side attach Artsakh papers to its letters. The UN and OSCE declared in response the abuse by Armenia of its membership in organizations embedding of regime papers in its letters and that these distributed documents in no way reflect their positions. Upon careful examination of the document, it is clearly written there that the distribution of the annex to the document does not reflect any position of the UN Secretariat on its essence, "the Spokeswoman for the Foreign Ministry assured.
As noted by Abdullaeva, in the same way in the OSCE it is noted that the information disseminated on the basis of such documents does not reflect the position of the organization.
As for the document circulated by the Armenian office at the UN, then, in the words of the ministry's spokesperson, in response to such provocations of Armenia, letters of protest were issued as official documents of the Security Council and the UN General Assembly reflecting the position of Azerbaijan and denying any of these documents: "In connection with this particular case, the Permanent Representative of Azerbaijan at the UN office in Geneva and in other international organizations, held a meeting with Head of Department of human rights treaties of the UN High Commissioner for Human Rights, during which he expressed protest and claimed the lack of legal force of papers attached to the letter of Armenia's Permanent Mission in Geneva and the inadmissibility of such attempts. " It should be noted that on April 18, 2019, the first periodic report of the Artsakh Republic (Nagorno- Karabakh Republic) on the implementation of the provisions of the International Covenant on Civil and Political Rights was distributed as an official document to the United Nations. The report contains information on the implementation of the provisions of the International Covenant for 1992-2018: the steps taken to protect human rights and fundamental freedoms in Artsakh, the development of civil society and the strengthening of democracy, as well as the successes achieved in these areas. The Republic of Artsakh joined the International Covenant on Civil and Political Rights on November 26, 1992 on the basis of a decision of the Presidium of the Supreme Council of the Nagorno-Karabakh Republic. The report was prepared by the Ministry of Foreign Affairs of the Republic of Artsakh together with other departments and was approved by the decision of the Government of the Republic of Artsakh on December 7, 2018.
