ArmInfo. The court of general jurisdiction in Yerevan refused to satisfy the request of the National Security Service (NSS) of Armenia to extend the preventive measure in the form of the detention of the head of the procurement control department of the State Control Service (SCS) Samvel Adyan.
The accused is currently in custody, but by April 25, when the two-month arrest is completed within the framework of the preliminary investigation, he will be released.
To note, in early March, the NSS confirmed that two SCS officers and a representative of a company connected with them were arrested: Samvel Adyan, head of the procurement control department of the SCS, Gevorg Khachatryan, chief specialist of the same department, and Zorashen LLc accountant Taron Avetisyan, were arrested in tenders for hemodialysis supplies.
According to the NSS, the Acting Head of the Procurement Monitoring Department of the SCS Samvel Adyan, together with the chief specialist of the same department Gevorg Khachatryan, entered into a preliminary conspiracy, based on personal interest, contrary to the interests of the service, using his official position, during 2018-2019 illegal intervened in the procedures for the organized procurement of controlled facilities in order to purchase medical equipment necessary for the Ministry of Healthcare of Armenia and a number of medical centers ,by way of ensuring victory in the announced tenders of the trade organizations sponsored by them.
The statement also says that in the event of counteraction to the illegal actions of employees involved in the procurement process, the SCS officials threatened or initiated investigations. As a result of these actions, the quality data of the goods to be delivered was lowered in the technical specifications; in fact, they were brought in line with the goods offered by the company associated with the officials of the SCS.
On April 18, the head of the State Control Service of Armenia David Sanasaryan was also charged on the grounds of part 1 of Article 308 (Abuse of power) of the Armenian Criminal Code. In particular, Sanasaryan is accused of using his official position contrary to the interests of the service and non- fulfillment of official duties, proceeding from his own interests, which caused substantial damage to persons, organizations or the legitimate interests of the state. "In relation to D.Sanasaryan, a preventive measure was chosen as a subscription on his own recognizance. The fulfillment of his duties as the head of the SCS was temporarily suspended, the Prime Minister was notified of that," the case report of the Armenian National Security Service said.
The media even leaked information that Samvel Adyan testified against Sanasaryan. The latter, in an interview with journalists, did not confirm, but did not deny the information, saying that the face-to-face interrogation with Adyan was held. At the same time, the chief specialist of the same administration of the SCS, Gevorg Khachatryan, is currently at liberty - the preventive measure in the form of arrest in his regard has been changed by an undertaking not to leave.
