According to the source, it was found that from 2002 to 2005, as a result of tenders in the Ranchpar community for the alienation andlease of land plots revealed contracts concluded at prices below the minimum cost per 1 hectare, as a result of which 4.5 million drams were paid to the community budget.It was also established that in 2006-2007, during the time of the village administration, special-purpose land plots were leased out, the rental cost of which was decided in no particular order.
And the size of the rental price was different. They surrendered to LLC "S .." and to an individual A.S. As a result, from 2006-2019. 6 million drams less was paid to the community budget.In addition, the decision of the head of the community Ranchpar 03.07.2008 g, special purpose land, leased was transferred to the above-mentioned Ltd., in order to extract sand.From 2006-2007. the head of the village held auctions, as a result of which he alone purchased about 39 hectares of land, of which 6 hectares were intended for fish farming, 33 hectares of agricultural products and 0.3 hectares for residential development. In all cases, starting prices for auctions were set at 30 to 50% below the cadastral value.
As a result of the checks, violations of public procurement processes, budget expenditures, as well as distribution of social security expenditures from the community budget among the most vulnerable families in the community were also identified. A criminal case has been initiated on 308 and 291 articles of the RA Criminal Code. The case was transferred to the Investigation Committee of the Ararat region of Armenia.
