ArmInfo.Within the framework of the humanitarian agreements reached between the leaders of Armenia and Azerbaijan Nikol Pashinyan and Ilham Aliyev in Vienna, the former Prime Minister of Artsakh, the head of Artsakh's largest parliamentary force "Free Homeland" Araik Harutyunyan made proposals on humanitarian cooperation, which he proposes to discuss during the upcoming meeting of the heads of foreign policy departments of RA and AR.
In a statement published on Facebook, Harutyunyan wrote in particular: "As the head of the leading political force of Artsakh, which is interested in a peaceful and fair settlement of the problem, establishing a lasting and long-lasting peace in the region, I want to publicly make two proposals for humanitarian cooperation, which can be discussed, for example, at the upcoming meeting of foreign ministers of Armenia and Azerbaijan.
Harutyunyan, in particular, proposes to open the airspace of Artsakh for international flights as one of the steps of humanitarian cooperation in the framework of the agreements between Pashinyan and Aliyev. "In this context, we attach importance to restarting Stepanakert airport, which will become an incentive for the realization of one of the fundamental human freedoms - the right to free movement. I am sure that in this case the communication capabilities of the region will expand, and the Artsakh armed forces will be able to guarantee the security of our airspace, "the former prime minister wrote. In addition, he proposes that Artsakh and Azerbaijan share the water resources of the Sarsang reservoir: "If an agreement is reached on this issue, thousands of hectares of the territories of both the Artsakh and Azerbaijani border areas will be irrigated at the expense of the Sarsang waters, which will significantly increase the standard of living of people on these territories>. At the same time, Harutyunyan reminds that at one time the authorities of Artsakh, through the international organization of the Red Cross and the OSCE Minsk Group co-chairs, offered Azerbaijan to share the Sarsang waters, but Baku rejected this proposal. "As a result, we have developed an alternative program for using the waters of Sarsang, but once again we express our readiness for mutually beneficial and humanitarian cooperation," the former prime minister concluded. It should be noted that following the Vienna meeting with Azerbaijani leader Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, in particular, stated that the parties reached a consensus on humanitarian cooperation: to carry out agricultural work in a peaceful environment.
