ArmInfo. The problem of refugees and internally displaced persons (IDPs) is one of the key issues in the process of resolving the Azerbaijani-Karabakh conflict. The  Minister of Foreign Affairs of Artsakh, Masis Mayilyan, stated this  in an interview with the Azat Artsakh newspaper. 

He noted that the emergence of this problem was a consequence of the  destructive policy of Azerbaijan, aimed at the forceful suppression  of the realization of the right of the Armenian population of Artsakh  to self-determination. "This is very important from the point of view  of both the question of responsibility for the current situation and  the methodology for resolving the problem of refugees and displaced  persons. It is obvious that the root cause of the conflict must first  be eliminated, and then it will begin to eliminate its consequences,"  the minister saidAccording to Mailyan, the authorities of Artsakh and  Azerbaijan have radically opposite approaches to the problem of  refugees and displaced persons. If Baku considered the issue of  refugees and IDPs mainly as a tool to get some political or  propaganda dividends, in Artsakh the problem of refugees was  perceived as humanitarian and throughout the conflict they tried to  alleviate the situation of refugees and IDPs."Unlike Azerbaijan's  oil-rich Azerbaijan, Artsakh did not create ostentatious tent camps  for refugees and politicized this problem. 

Artsakh people provided this category of conflict victims with  minimal conditions for living under the roof.  To this day, our  state, without international support, continues to build housing  refugees, as well as IDPs who returned to their former residence,  freed from the occupation, in particular, one of the priority points  in the program of the President of the Artsakh Bako Sahakyan for  2017-2020. is the issue of solving the social problems of Armenian  refugees from Azerbaijan who have found refuge in Artsakh, "said  Mailyan."The issue of Armenian refugees from Azerbaijan is constantly  in the center of attention of the authorities of the Artsakh  Republic.
