Without Karabakh at the negotiating table, a final settlement of the conflict is impossible. And  in this regard I fully agree with Armenian Prime Minister Nikol  Pashinyan, first Deputy Chairman of the Russian State Duma Committee  on CIS Affairs, Eurasian Integration and Relations with Compatriots  Konstantin Zatulin expressed such an opinion to ArmInfo.

"The concept of the Azerbaijani community of Karabakh was invented at  one time precisely to balance the participation of the Karabakh  people in the negotiation process. And today the return of the  Karabakh people to the process looks much more real than it was  before. Sooner or later this will happen, the problem is how much the  parties succeed to reach this necessary decision. After Karabakh's  withdrawal from the process, it will not be easy to return. In any  case, I'm convinced that the participation of the Karabakh people  will only give the negotiation process meaningfulness. ", the  lawmaker said. At the same time, Zatulin appreciated the Vienna  meeting of the heads of Armenia and Azerbaijan, on the whole,  positively, since the lack of communication, in his opinion, would  mean a lack of dialogue, regardless of its results. It is estimated  by the parliamentarian that it is almost impossible to put into  practice the humanitarian programs mentioned in the final Vienna  statement of the co-chairs, in a situation of heightened hate  atmosphere.

"We know a lot of unresolved conflicts for decades, the atmosphere  around which allows us to talk about cooperation and implementation  of such programs. The Karabakh conflict is clearly not one of those,  the settlement is accompanied by periodic aggressive statements by  the parties. First of all, from Baku, which includes third-country  citizens in the black lists and even arresting them for only a visit  to Karabakh. I am convinced that all of this hits Azerbaijan first  and foremost, "Zatulin concluded.

On Friday, March 29, in Vienna, with the mediation of the OSCE Minsk  Group co-chairs, a meeting was held between Armenian Prime Minister  Nikol Pashinyan and Azerbaijani President Ilham Aliyev. On March 28,  in the capital of Austria, a meeting of the Foreign Ministers of  Armenia and Azerbaijan, Zohrab Mnatsakanyan and Elmar Mammadyarov was  held. The ministerial meeting was preceded by their separate meetings  with the mediators.
