ArmInfo.The initiative, which, judging by recent statements by Prime Minister Nikol Pashinyan, is preparing to speak, Armenia, can lead to a radical change in the Karabakh negotiation process, and regardless of the degree of success of its implementation. This opinion was expressed by ArmInfoex-Foreign Minister of the Artsakh Republic, independent analyst ArmanMelikian.
At a joint meeting of the Security Councils of Armenia and Artsakh on March 12, Prime Minister Nikolay Pashinyan outlined his own readiness to consistently promote the idea of returning Artsakh to the negotiation process. According to him, this issue was and will be one of the key issues on the agenda with President of Azerbaijan Ilham Aliyev and the OSCE Minsk Group co-chairs."The Armenian Prime Minister, in fact, expects Ilham Aliyev to agree on the full participation of Artsakh in the negotiation process.
Moreover, stating that the upcoming first official meeting with the President of Azerbaijan will not have a agenda, Pashinyan thus demonstrated a desire to abandon the Madrid principles. Others in words, he voiced an application for the formation of a new negotiation agenda, "he stressed.As a result, according to Melikyan, Aliyev remains either to immediately reject the proposals of the Armenian colleague, returning to the tactics of provoking military incidents at the front line, or take a pause of two or three months to study Yerevan's new approaches and present its own response position.At the same time, according to his estimates, if Yerevan does not have the necessary legal, legal and diplomatic program, through which it will be possible to ensure the full participation of the Artsakh negotiators in the process, the negotiations will inevitably come to a standstill again. And this is regardless of the reaction of Baku.
Moreover, in this case, according to the analyst's forecasts, Yerevan can be accused of purposefully torpedoing the negotiation process. However, with the proper formulation of the problem and the determination of possible ways to solve it, such a scenario, according to Melikyan, can be completely avoided.It should be noted that on March 12, Premier Pashinyan defined as clarification the three principles presented by the mediators: the right of peoples to self-determination, the territorial integrity of states and the non-use of force, and their 6 elements.
"The interpretation of these principles and elements by Azerbaijan is not acceptable for us. Of course, we can also interpret them in our own way, but this is inexpedient, since our priority is not polemics, but ensuring effective negotiations. Therefore, the basis of the negotiations should not be places for different interpretations. Consequently, in the upcoming negotiations the main emphasis should be placed on explaining these 3 principles and 6 elements. We are ready for such a conversation, "said Pashinyan.
