ArmInfo.Armenian Deputy Prime Minister Tigran Avinyan believes that the Civil Service system needs to be revised, including in terms of employee bonuses. He stated this on January 30 in an interview with journalists.
"There is a need to review the entire civil service system, and special attention needs to be paid to the moral side," said Avinyan.
However, as the Deputy Prime Minister stressed, in order to establish a truly competitive state system, it is necessary to revise the Civil Service system and bring salaries in the public sector at least to the level of the private sector. "We must make salaries in the civil service system competitive so that the best cadres at some stage do not go to the private sector," said Tigran Avinian.
To note, by the end of the year large premiums issued in state structures caused a public outcry: people complained that against the background of low salaries in the republic, state officials themselves issued large premiums, and this taking into account that many of them worked for only a few months and did not have time to show the result. In the meantime, there is a legislative imperative, requiring that the issue of bonuses adhere to a 6-month period. The largest awards were given to the SRC and the Ministry of Finance; they reached from 2 to 9 million drams. It is noteworthy that among the winners were the press secretaries, secretaries, and assistants.
In this regard, the day before, in the faction of the "My Step" ruling bloc, the discussion on the topic of huge bonuses issued in the RA State Revenue Committee was closed. As the head of the SRC David Ananyan explained in an interview with journalists after the discussions, he presented the deputies in detail. "I cannot say whether they were satisfied with my explanations, but I myself am satisfied, the main thing is that everything is within the law. There were no huge premiums; we are now with lawyers thinking how to declassify information that is secret to the public. I was told that an adjustment will be made in the legislation soon, and everything will become whiter in transparency, "Ananyan assured, stressing that his personal bonus fund for the year is 14 million drams. He also said that the heads of all departments will be invited to the faction on this issue soon.
