"If we don't have a peace treaty, and we don't have a document that would be recognized by the international community, then what is meant by the call about the need to prepare nations for peace? I want to ask a question, people, are you preparing for peace? We are not a warlike people, we have always been ready for peace, and we did not instigate wars. Armenia and Artsakh were forced to be involved in the war, being surrounded. We accepted the war imposed on us. In 1998, when the national movement began, we were guided by the relevant article of the USSR Constitution on the right of peoples to self-determination. From 1921-1923, we were forcefully included into Azerbaijan and we lost our status, instead of it, as a result, we got the war, "Balasanyan stressed.
According to him, the written document is needed so that the residents of Armenia, Artsakh and Azerbaijan, as well as the Armenians and Azerbaijanis living in Russia know what it is about. <Naturally, no one wants war here, but in order to prepare for peace, we need a document. This peace document should be concluded under the auspices of the OSCE Minsk Group, "said the Secretary of the National Security Council of Artsakh.
