During the study of the financial component of the program, it was found that the procurement process within the project was carried out in violation of the requirements of the RA legislation. This applies in particular to the signing of contracts for educational services with the University of Cambridge, the rent of premises by the "Ayb" Foundation and other transactions. The next financial problem is the rent for the premises belonging to the "Ayb" Educational Foundation. According to the report of the ministry, the rent is 30-40% higher than the average market value of similar office space. "This is important, given the fact that part of the money provided for by the lease agreements was paid from the amounts allocated to the fund in accordance with the agreements concluded between the Ministry of Education and Science and the "Ayb" Educational Foundation," the statement said. Another financial problem relates to contributions from government funds that were used to reward program staff. The Ministry of Education and Science signed an agreement with the Foundation on contributions on November 13, 2014. In turn, on October 27, 2014, the Fund signed employment contracts with employees as part of the National Program for Continuing Education in the field of education. After signing the contracts, 9 employees were rewarded for 15 days in the amount of 13,452,847 drams for their active and efficient work (without justifying what specific work was done and what results were recorded during the specified period). The third point of the inspection concerned issues related to the implementation and continuity of the Ararat Bachelor's program. In particular, the plan did not have a clear investment plan, which was to be approved in March 2018.
