ArmInfo. Human Rights Defender Arman Tatoyan published an extraordinary report "On the right to privacy of private, personal and family life of prisoners transferred to the punishment cell, as well as the freedom of these people to communicate."
According to the press service of the Ombudsman, during the monitoring of complaints received by the Ombudsman, it was established that illegal practices had been formed in the country. In particular, when a prisoner is transferred to a punishment cell, he is deprived of any connection with the outside world, which does not comply with the requirements of current legislation. At the same time, the punishment is applied by the decision of the head of the penitentiary institution, and the issue of deprivation of communication is unfounded.
According to the Human Rights Defender, such a restriction leads to the deprivation of the detainee or convicted person, enshrined in the Constitution of the right to private and family life, as well as the right to freedom of correspondence, telephone conversations and other means of communication. It should also be noted that due to the systemic nature of the problem, the Ombudsman also appealed to the Constitutional Court.
